Refund a subscription charge
POST /Http/Services/RefundBillingOperation.aspx
Refunds a subscription charge. BillingOperationID is the identifier of the
billing operation taken from the charge notification.
Sandbox differences: billing operations carry no state here.
The BillingOperationID is generated inside the notification itself and is never
stored, so only the shape of the identifier (a UUID) is validated, and the refund
is treated as instant and always successful — the same way an invoice refund is.
The method changes neither the subscription status nor the charge schedule.
